HOW TO READ HB WATCH

Our assessment rules

01

Measure the same thing.

We compare like categories and periods. Sheltered and unsheltered homelessness are separate. A fiscal-year budget is not a calendar-year crime count. A permit is not a completed home.

02

Show the clock.

The research review date is not the measurement date. Every indicator retains its reporting period. We do not present a partial year as a full year or older data as a live feed.

03

Separate change from cause.

A city outcome can improve without proving a council policy caused it. Staff work, past investments, county programs, state policy and economic conditions also matter.

04

Read the action, not just the agenda.

A staff recommendation is not an adopted policy. A failed first motion may be followed by a successful substitute. We use recorded actions and identify unverified roll calls.

05

Leave gaps visible.

We do not fill missing years, invent survey findings or score unsupported trends. Where no comparable series was verified, we say so and identify the record needed.

06

Make the judgment inspectable.

Assessment colors are editorial summaries: green means a documented positive signal; amber means pressure or a conditional result; red means documented fiscal or governance concern; gray means insufficient comparable evidence. There is no weighted city score.

The arithmetic is public.

Percent change = (new value − old value) ÷ old value × 100. A rate per 100,000 = reported offenses ÷ the corresponding population × 100,000. A small count’s percentage can change sharply; counts and denominators belong together. Dollar figures are nominal unless explicitly identified as inflation adjusted.

Evidence can change our assessment.
