A balanced budget. A $16 million question.
The adopted budget relies on accumulated General Fund balance. The important test is whether recurring finances improve.

Four local monitoring sites made the 2025–2026 Honor Roll. That is a real achievement, with important boundaries.
Four sites in Huntington Beach and Sunset Beach earned Heal the Bay’s Honor Roll, which requires A+ bacterial grades across conditions. That does not make every beach safe every day, or establish a council-driven improvement.
Heal the Bay’s 2025–2026 Honor Roll includes Huntington City Beach at Beach Boulevard, Huntington Harbour’s Coral Cay and Admiralty Drive beaches, and Sunset Beach at Broadway. These are specific monitoring locations, not a blanket grade for the entire coastline.
The Honor Roll requires A+ bacterial grades in summer dry, winter dry and wet conditions, with year-round monitoring. It is a meaningful result. It is also retrospective, rather than a live advisory for the day a reader visits the beach.
Coastal water quality reflects municipal stormwater management, regional sanitation infrastructure, rainfall, runoff and conditions outside city boundaries. OC San points to its runoff and ocean-monitoring programs. City staff and regional agencies perform work across multiple council terms.
The council can be assessed on stormwater investment, maintenance and public disclosure. The Honor Roll by itself does not isolate the effect of a particular elected official or policy. We report it as a positive local outcome, with shared responsibility.
Ocean bacterial monitoring should not be confused with tap-water compliance. The city’s 2025 drinking-water report, covering testing in 2024, states that delivered water met federal and state standards. That is the utility’s regulatory disclosure for that year. It is not a finding that every possible contaminant is absent.
An August 2026 agenda item proposed the city’s response to an Orange County Grand Jury report on PFAS and public awareness. The existence of a proposed response does not prove that every recommendation was implemented. Tracking treatment milestones and clear public communication remains useful accountability work.
Treat annual grades as evidence about historical conditions at a named location. For a swim today, consult the county’s current beach advisories. The dashboard does not label the ocean “safe now,” and it does not extrapolate four successful monitoring sites to every beach in the city.
HB Watch analysis or reporting questions, informed by the cited records. This is not a separate agency finding.
These are reporting questions. They are not findings that the city has acted improperly.
There is independently documented good news at four local sites. Evidence supports a positive outcome, not sole credit for the current council.
